Del Phillips, BSc, MPA
Del Phillips is a former team leader for the British Columbia Office of the Ombudsman where he worked until 2003 on matters pertaining to British Columbia's Worker's Compensation Board (WCB), Insurance Corporation of British Columbia (ICBC) and the Ministry of Attorney General. He has an extensive background in domestic and international issues pertaining to children and youth. He has a long history of leadership and development of non-governmental organizations.
Del joined British Columbia's Ministry of Attorney General in 1974 and the Office of the Ombudsman in 1983. Prior to moving to British Columbia, Mr. Phillips was a clinical counsellor at a large provincial correctional centre, and Director of Corrections for northern Manitoba. Since moving to British Columbia, Del has worked with the Corrections Branch of the Ministry of Attorney General as the director of Victoria's Youth Custody Centre and related community programs. With the Ombudsman's Office he has been involved in a number of initiatives including institutional investigation and development of the child and youth team.
Del received his bachelor's degree in science from Southern Oregon State University. He did post graduate studies in social psychology at the University of Manitoba and has a masters degree in Public Administration from the University of Victoria. He has been a sessional lecturer at the University of Victoria's School of Child and Youth Care. His publications include works on child and youth care, the Canadian youth justice system, and administrative fairness for children and youth. He has been the principal investigator in major reviews of public institutions by the BC Ombudsman, including the 1994 report, Building Respect: A Review Of Youth Custody Centres In British Columbia.
He was president of the Cridge Center for the Family, British Columbia's oldest non profit society. He has worked on assignment in British Columbia with the Forest Practices Board, the Transition Commission and the BC Children's Commission.
